Bio:
Dr. David Harkins is a Vice President with Carollo Engineers, Inc. and serves as their Texas Water Resources Lead. He has 27 years of experience in surface and groundwater supplies, surface water availability and modeling, evaluations of alternative water supply sources, and integrated water resources planning. Dr. Harkins has been involved with multiple projects in water planning (both state and national level), water conveyance, water rights, conjunctive use, and environmental flow analyses.
Dr. Harkins is a Ph.D. Civil Engineering graduate of Texas Tech University and is an active member of the Texas Tech alumni, as well as a member of several civil engineering and water resources professional organizations. He has his professional license in Texas, Oklahoma, and Mississippi.
