USACE Policy Directive on comprehensive consideration of total project benefits

On January 5, 2021, Assistant Secretary of the Army for Civil Works, R.D. James, issued a memorandum providing policy direction "on the comprehensive assessment and documentation of benefits in the conduct of U.S. Army Corps of Engineers (USACE) water resources development project planning." The directive requires equal consideration of all project benefits, including economics, environmental, and social categories at the national and regional levels.
